Such counsel, as required to be appointed in commitment proceedings has the same functions, duties and responsibilities as one would have if one retained by the person involved as his or her own attorney, and such duties include preserving the confidences and secrets of the client, exercising independent professional judgment on behalf of the client, representing the client competently, and representing client zealously within the bounds of the law.
